Against Babylon:

 
Babylon:
I will take vengeance, and I will not meet [thee(Babylon) as] a man.(respectably, humanely)
 the LORD of hosts [is] his name, the Holy One of Israel. 
The LORD hath loved him: he will do his pleasure on Babylon, and his arm [shall be on] the Chaldeans. I, [even] I, have spoken; yea, I have called him: I have brought him (Cyrus), 
thou(Babylone) didst shew them(my people) no mercy;
 
Babylon/With Persia:
I will punish the king of Babylon and his land, as I have punished the king of Assyria. 
The LORD hath opened his armoury, and hath brought forth the weapons of his indignation: 
I will raise and cause to come up against Babylon an assembly of great nations from the north 
The LORD of hosts hath sworn by himself, [saying], Surely I will fill thee(Babylon) with men(Cyrus), as with caterpillers;
the LORD hath raised up the spirit of the kings of the Medes:
I will stir up the Medes against them, 
Behold, he(Cyrus) shall come up like a lion from the swelling of Jordan unto the habitation of the strong: but I will make them suddenly run away from her(Babylon): who [is] a chosen [man, that] I may appoint over her(Babylon)? for who [is] like Me? and who will appoint Me the time? and who [is] that shepherd that will stand before Me? 
surely he(Cyrus) shall make [their] habitation desolate with them(weakest). 
 
Babylon/Pre judge:
he hath taken (counsel) against Babylon; 
he hath purposed against the land of the Chaldeans: 
every purpose of the LORD shall be performed against Babylon (desolation)
I have commanded thee. (destroy places) 
I have laid a snare for thee, 
I [am] against thee, [O thou] most proud, 
 
Babylon/Judge:
I will visit thee.
I will kindle a fire in his cities,
God overthrew Sodom and Gomorrah and the neighbour [cities] thereof; [so] shall no man abide there (Babylon)
I will make drunk her princes,
I will do judgment upon the graven images of Babylon
I will do judgment upon her graven images:
I will punish Bel in Babylon,
I will bring them down like lambs to the slaughter,
I will dry up her sea, and make her springs dry. 
I will make their feasts in their heat
I will make them drunken, (perpetual sleep)
I will stretch out mine hand upon thee, and roll thee down from the rocks, and will make thee a burnt mountain. 
I will raise up against Babylon, and against them that dwell in the midst of them that rise up against me, a destroying wind;
(I) will send unto Babylon fanners, that shall fan her, and shall empty her land: 
the LORD hath both devised and done that which he spake against the inhabitants of Babylon. 
 
Babylon/Condemnation:
(they excused their deeds, saying they were God’s tool of punishment)
Behold, I [am] against thee, O destroying mountain, (which destroyest all the earth)  
Babylon [hath been] a golden cup in the LORD'S hand, that made all the earth drunken: 
Thou(Babylon*) [art] my battle axe [and] weapons of war: for with thee will I break in pieces the nations, and with thee will I destroy kingdoms; And with thee will I break in pieces the horse and his rider; and with thee will I break in pieces the chariot and his rider; With thee also will I break in pieces man and woman; and with thee will I break in pieces old and young; and with thee will I break in pieces the young man and the maid; I will also break in pieces with thee the shepherd and his flock; and with thee will I break in pieces the husbandman and his yoke of oxen; and with thee will I break in pieces captains and rulers. And I will render unto Babylon and to all the inhabitants of Chaldea all their evil that they have done in Zion in your sight, saith the LORD. 
(He) shall surely requite. 
He will render unto her a recompence. 
I will bring forth out of his mouth that which he hath swallowed up: 
the LORD hath spoiled Babylon, and destroyed out of her the great voice;
from Me shall spoilers come unto her,
 
Seems to represent the day when God’s ‘other’ Servant, Jesus comes to judge the world
I have commanded my sanctified ones, (Cyrus to wipe out Babylon) I have also called my mighty ones for mine anger, [even] them that rejoice in my highness. the LORD of hosts mustereth the host of the battle.
They come from a far country, from the end of heaven, [even] the LORD, and the weapons of his indignation, to destroy the whole land (Cyrus coming against Babylon)
the day of the LORD, destruction from the Almighty.
he shall destroy the sinners thereof out of it.
I will punish the world for [their] evil, and the wicked for their iniquity; 
I will cause the arrogancy of the proud to cease, and will lay low the haughtiness of the terrible. 
I will make a man more precious(for scarcity, perhaps) than fine gold
I will shake the heavens,
The LORD hath broken the staff of the wicked, [and] the sceptre of the rulers.
I will rise up against them, and cut off from Babylon the name, and remnant, and son, and nephew
I will also make it a possession for the bittern, and pools of water:
I will sweep it with the besom of destruction,
